Despite a considerable and growing Hispanic population, there were no Spanish-language Socialist Federations through 1930.
Rafael Mallen was the first Spanish-Language speaker for the Communist Labor Party in the Fall of 1919; the party press offered local groups the opportunity of scheduling him as a speaker.
The United Communist Party published its program in Spanish (one of 16 languages in which it did this) in 1920. In December of that month, not one of the UCP's 673 Primary Party Units ("groups") used the Spanish language, however.
